Voice Access is Google's free app for controlling an Android device entirely by voice — for anyone who has difficulty with a touchscreen, whether from a motor impairment, an injury, or a temporary situation. It numbers and labels on-screen elements so you can act on anything by voice, and it processes commands primarily on-device. With an offline language pack downloaded it works with no connection at all, which is why this entry's earlier "cloud" tag has been corrected.

Free full device control on Android. The counterpart to Apple Voice Control, and equally the first thing an Android user should try before paying for anything.
Genuinely offline once configured. Download the on-device language pack and it works with no connection, keeping audio on the phone. Worth doing for privacy as well as reliability.

Where it falls short
On-device processing isn't guaranteed. Google's own documentation says commands are processed primarily on-device and that audio "might" be sent to their servers depending on device and system language. If audio must stay local, download the offline pack and verify the behaviour rather than assuming it.
The offline setup is buried. Four levels into system settings, in a menu most people will never find. It should be a prompt in the app, and it isn't.
Only seven languages. English, Spanish, German, Italian, French, Portuguese, and Japanese. Narrow for a global accessibility tool.
Android fragmentation. Behaviour and setup vary by manufacturer, Android version, and skin. Instructions that work on a Pixel may not match a Samsung.
Name collision with Microsoft. Microsoft's Windows replacement for Speech Recognition is also called Voice Access. Different product, different company, same name — see Windows Speech Recognition.

Android users who need hands-free device control, permanently or temporarily. Install it and download the offline language pack — that second step is what makes it reliable and private, and almost nobody does it.
